FALL BRANCH - The family of Oscar C. Carter will receive friends from 1:00pm - 2:00pm on April 2, 2016 at Grace Covenant Church, 2001 American Way, Kingsport. A memorial service will follow with Dr. Ed Clevinger officiating. A graveside service will be held on April 4, 2016 at Mountain Home Cemetary of Johnson City at 1:30pm.
