Rutledge, TN - Charles “Smokey” Neal, Jr., 89, formerly Appalachia, VA, born on Oct. 18, 2016 in Harlan County, KY, died on Thursday, Aug. 18, 2016 at the home of his daughter, with whom he made his home. The family will receive friends from 11 a.m. to 1 p.m. on Monday (Aug. 22, 2016) at Holding Funeral Home (17 E. 3rd St., N.) in Big Stone Gap, VA.The funeral service will be conducted at 1 p.m. in the funeral home chapel with Evangelist Buddy Wilson officiating.
